He has a decent amount of layers on - sure his turtleneck had no sleeves and wasn't particularly thick, but he had his haori, his kimono. Short sleeved, and not pulled shut because when did he ever do that.
Maybe his hakama were a bit short for the current weather, but he liked them. He wasn't human anyway, what did it matter.

He finds himself rolling his eyes as he snatches the scarf from the samurai's hand, turning his gaze away as he puts it on. His face feels like it's on fire, and if a few more maples appear in his hair from the gesture, he doesn't want to hear about it.
It's only once he's got the scarf on and feels that he can actually look at Kazuha again that he notices just how open the man wears his kimono - the little shit.
