The NRL was originally just a medical facility, and still is even now. Most of their patients are natives who were negatively impacted by the time loop. I guess... people who remember more than a certain number of loops don't handle it very well?

They have a wing for people who died and revived during subsequent loops too, but apparently most of them are on the way to recovery after what we did back in Takamagahara last year.
